Done when a CPE registers, speed is enforced, and the NOC can see the device. Billing does not need a full company/SEPA setup yet — but cost center and product data are mandatory.

Follows Provisioning Setup and its Billing/Product minimum.

Network foundation
Configure NetGw, IP pool, QoS, and the hardware path (DOCSIS, FTTH, DSL, WiFi).

Commercial minimum
Create the cost center and product / tariff so a service can be assigned. Full settlement comes later.

First modem
Create customer, configuration file, and modem. Done when the device registers online.

See it in the NOC
Thresholds and targets so device and access-network health are visible.
